    Probably r4 maybe r5? I believe he still puts out great sp3 damage even unduped

    All the way..lol. Honestly it's always up to you but he doesn't need his dupe to be great. I have him at R5 unduped and the only mutant I'd rank over him is a duped Namor. It does depend on what you need him for though,. He might not be ideal for your path in war or other champs fill your roster needs more. T5b and t2a are still rare depending on where you are at in the game. He's worth R4 or R5 but is he worth it to you? He has big damage and some utility but not the kind of utility of Void or Cap IW.
    Btw using the class specific boosts are awesome with him. I've had back to back special 3 in war...not much will survive that..lol

    His sp3 imo isnt the very best, He can easily Do energy based debuffs on the enemy wach doing 700 x 2 per second at r3!
