Level 2 permission slip

Just wondering, as I have noticed in the store I cannot purchase any level 2 permission slips as they don't actually appear at all. Is there a reason as to why or do I have to have some form of criteria to unlock it?

    I did read that, and yet with only 7 days left, I am yet to see the level 2 permission slip in the store.

    Had a feeling there was some form of criteria in order to access it. Haven't completed Act 2, that must be why!

    "Contender" = completed Act 2
    "Proven" = completed Act 3
    "Conqueror" = completed Act 4
