Did Attack Phase of war start for anyone?

Our alliance just finished it's placement phase, but no Attack Phase has started even after count down was finished. Is it just us or anyone else facing this issue?

Enlistment is a prerequisite for placement.

Yeah, we were enlisted. Enlistment is before placement.
It started just now, I guess it was just a general delay. Happened for the first time with us.
