No rank down tickets

Why is it always once a champion's gets nurf or buffed!! , all of a sudden several hundreds summoners want rank down tickets (cough) "she hulk" & i quote that summoners have several items , Utilities that they wasted on their own risk, why give out free rank down tickets! . Kabam you should put a small price to this . Not give out free samples.
