Delay in Warlock's L3 power burn

Dear Kabam
I have been doing some testing on warlock and I noticed that there is a delay in warlocks power burn. After the L3 animation is completed, the power burn isnt instant but takes almost a second to begin the power burn. During this time the AI can throw their specials negating the effectiveness of the power burn. I just wanted a confirmation if this is how his power burn is suppose to work or is it a bug.

his power burn is a staggered power burn, it does it over 5.5 seconds, not immediately

I got KOed from an SP3 because of this delay. I feel like even though it happens over 5.5 seconds, it should still start at the beginning of the 5.5 seconds.

I know it's over 5.5 seconds but it does not start for a whole second after the L3 animation ends. If the AI is on 3 bars of power it can easily launch a special 3 due to this delay... power burn should begin immediately and continue for 5.5 seconds.
