Age of Ultron: The Campaign

In this quest it seems like there's a glitch. I've tried everything I can think of but I can't take cosmic path. After I beat winter soldier it always redirects me past the cosmic and on to the path Ultron.

you have to go up to Iron Man and Iron fist, then go down the cosmic route
