Report feature not appearing

I had recently found a hacker while casually doing some arenas and I tried to report then but the feature wouldn't appear anywhere outside of global chat. Is this a bug or intentinal.

I think Reporting someone is only for those in "Global", "Alliance Chat" and "AQ Chat". So you should just send a support ticket with the suspected hackers name.
