How on earth can I get Tier 4 Cosmic Catalysts?

I'm trying to rank up my 5-star Medusa from 3 to 4. I've got plenty of Tier 4 Basic, Tier 1 Alpha, and Tier 2 Alpha. But for the life of me, I can't get any Tier 4 Cosmic Catalysts to save my life. I play the Daily Quests when the cosmic comes up, and I try to remember to buy them from the store sometimes. But this is taking friggin forever, it feels like I'm not making any progress at all.

    Don’t do the daily quests, they’re a waste of time, focus on playing the highest level aq you can and try to do content that gives t4cc such as act 5 completion if you haven’t already done it

    No choice, play epic and master difficulty event quests for t4cc fragment crystals, do a good AQ map, thats pretty much all you can do and hope RNG rolls in your favor.
