Overall cap is more useful. Ghulk is only really useful for dealing with those annoying passive degen nodes

5*s are very often better than 4*s in the long term point of view. And such a good 5* as Ghulk is worth ranking up over 4*s anytime. Also, CapIW kinda needs awakening (it makes him significantly better)
