VTD regen bug?

Just fought in the side quest (master). Despite building up a few regen buffs in my bank, VTD is not regenning beyond my usual willpower mastery limits. I have no debuffs on, so willpower should not be activated, ie this is like some artificial cap on how much I can regen? What’s up?

    You dont have regen, you have perfect block as it says on the screen.
