Alliance Quest Map 4 mini-boss rotation

The mini-bosses are Deadpool, Nebula, and Corvus. I thought the mini-bosses rotated from one to the next, but we've had Corvus, then Nebula, then Corvus again. Why isn't Deadpool next?

Because they don't rotate, they follow ~~the order than makes the most money~~ a random order that only rule is it can't be the same twice.
