Node “Mystic Conditioning” affecting offensive ability accuracy?

The node Mystic Conditioning (present in Act 6.2.6) appears to reduce overall offensive ability accuracy rather than the stated chance reduction of Nullify, Stagger and Fate Seal. Included is a video in which Morningstar fails to proc her bonus damage from her special 1 on multiple occasions throughout. I have also witnessed the node failing Hyperion’s Cosmic charges gain from the use of his special 3. This has been present for multiple game updates.

    How does CV behave to this node? What about the buff immunity. And will she be able to gain power when in poison curse?
