Human Torch! Flame On doesn’t activate at the beginning of the fight when fighting Mephisto on Map 6

Few days ago I notice that Flame On doesn’t activate at the beginning of the fight every time I Fight Map 6 Mephisto as mini boss. On the contrary Flame On does activate as intended when fighting Mephisto as boss on the Uncollected monthly mission. I would like to know the reason...
