Drop rates for new cav crystals

For the new champ cav crystals such as the G2099 crystals... Is the chance to pull a 5* G2099 .5% of 17.5%?
Which means if you pull a 5* which is 17.5% then u have a .5% that it will be a G 2099? Because of that was true it would essentially mean if you were to pull a 5* there is a 3% chance roughly it would be a G 2099.
Or is it 17% to pull any 5* champ and they just added .5% to get a G2099?
