How do we remove a leader's whose account has been banned?

I don't know if you can. Might just have to find a new alliance.

@Lollipops if you contact support they will change the leader after a certain amount of inactivity. Not sure how long but they will change leadership. The recent leader change glitch was part of a program Kabam is starting to do that automatically but idk when it goes into effect, so you should contact support.
