Long/detailed suggestions, or short requests? Which is preferred, please?

Hello!
The question is pretty much the thread title; I honestly don't know and am hopeful, in the spirit of transparency, that a mod might take a moment and answer honestly.
Is this forum taken seriously? If so -- if the input is truly considered -- in what format should a person make a request that will get seen and/or considered?
I'm truly asking the question. I've been around for a long time now, and my frustration is this:
1. Players would like adjustments/changes to characters that, in many cases, would make those characters better and more usable.
2. While not all are feasible or doable, there have been a great many posts that offer genuine feedback and helpful solutions.
3. The posts get no feedback. None.
4. The characters suggested for changes tend to stay the same, many of which don't need full reworks but do need some aid.
That's it. That's the question: Is this forum viable for player feedback? Is it truly considered? If so, is there a format that is preferred for submission?
