4* to r5 after releasing 6*

As Kabam mentioned that amount to rank up 5* champion to r5 will be reduced then don't you think that t4b catalyst required for 4* to r4 and r5 should be reduced as well?
IMO there will be unbalance between ranking up 4* and 5*.
