Short Circuit Boost Interaction with Passive Heal Block

I’m using the short circuit boost in chapter 6.3.6 on the Vigor path. I assumed that Warlock would work well with this boost once he had the passive heal block active. Instead when I performed a well time block once infected no shock was placed. I then tried with Mysterio after getting his passive heal block and same thing nothing occurred. I then tried with Visions heal block and it worked.
Are passive heal blocks not supposed to function with this boost?
