I think act6.3.6 boss node is not working properly .is it broken?

    It's not broken, cap not taking damage when the shield drops is by design. That damage is direct damage not critical so it doesn't count when the shield drops even though it's stored as critical while the shield is up.

    Basically you dont want to attack into the shield unless you have to to build power before it drops or create space. You definitely want to save any special attacks for once it drops
