Alliance headquarters

What do you think of the following... I call it "Alliance headquarters"... Every alliance has an HQ. And this HQ has equipment that need to be build. The buffs generated by this equipment applies to all alliance members. Soo... Build the equipment from what? Well: gold, loyalty and battleships are items we all receive while playing, so those can be part of the blueprints. Some new items might be needed that are just used for building the equipment. Stuff that will be dropped by #hero (item a), #mercenary (item b), #robot (item c) or #villain (item d) or others everytime we fight them. the amount received might depend on star-rating of the champ we fought. and what should this equipment do? Things like the following:
Attribute Boost (Lv1 = +2%, ... Lv3 = +6%)
Guillotines Sword (damage)
Deadpools Regeneration (hp)
Other Boost (Lv1 = +1%, ..., Lv5 = +5%)
Goldpools Treasury (increase amount of gold received)
Other Boost (Lv1 = +2%, ..., Lv5 = +10%)
MODOKs Masterplan (decrease time to regenerate one alliance war/quest energy point)
Ultrons Drones (increase amount of crystals shards received from calenders)
There surely is other equipment (and better names) that can be imagined (percentage increased ep given by iso, percentage increased catalyst fragments, ...) and there are many things that should be well calculated due to game balance (boost-percentage of the equipment, levels of the equipment, amount of resources that are required to build), but I think the concept is clear
So... The blueprints are in the HQ, the leader and the officers can unlock the blueprints of one or more equipment and the alliance members can sent resources to this unlocked blueprint to build it.
Lets take Guillotines sword for example, she is a robot, so her blueprint will need amount X of
- item c
- gold
- loyalty
or Goldpools Treasury, since he is a merc, his blueprint will need amount X of
- item b
- gold
- battleships
