Scarlet witch not procing

I've noticed scarlet witch vale of fortune procs less and less. I have a dupe 88 4* SW and she procs a debuff/buff maybe every 5-7 crits. Sometimes I will get about 10 crits and nothing, only for the 11th to stack 3 debuffs/buffs. There is no way an apoximatly 80% chance only proocs 1/5 or 1/7 tries.

    80% chance to proc between 0-8 effects.
    So 0 is still a possibility

    It's 80+ to trigger 0-8. I'm figuring the 0 happens more than the 8. Mine is Sig 87 and it's really random
