Gulk Face Me! not triggering

Gulk's Face Me! doesn't trigger while degenerating on Falter node in 5.1.1. Shouldn't it work under a passive damage over time debuff?

    Some degenerations from those nodes aren't supposed to be countered by anything other that the node itself.
    They are not passive DoT abilities, they belong to a third category which are neither buffs/debuffs or passive's

    For some reason flare counts as a passive apart from towards gulk’s face me, makes no sense, they basically just pick and choose which qualities one effects have

    It would be helpful if his abilities page listed which passive degens will activate it. If they can list immunities on a ability page, they can list these as well.
