XP Boost question

Im currently trying to level up quickly to get through the last 8 levels. I have a few points worth of masteries in the xp boost, as well as the sigil and the anniversary boost and 7 xp boosts in my inv. My question is, how many boosts can be stacked, and do they have diminishing returns? Is there a cap of some sort?

    I'm pretty sure you can only have one xp boost active at any point in time. By that I mean, the blue icon ones. The anniversary, masteries and sigil I've heard can stack
