Gifter badge question

Hello world, I just wanted to ask about the 'gifter badge', so, since what level is it avaliable ? (Tryed to find information about it here, but couldn't, the problem, or a kind of it is, that I've seen some people in chat who couldn't send gifts because they don't have this badge but their game level was 22 or something like that), or new players just can't claim it ?

If your account was made after the event started, you cant get the gifting badge.
