New player can't participate in gifting event

As a new player, is there any restriction for being eligible in the gifting event? I started 3 days ago, I reached level 24 but I haven't received a badge yet and I cannot buy it from anywhere.

    Same here, I just started an account and it is level 15 now, I still haven't got the gifting badge

    They recently changed the rules so that new accounts made during the gifting event can't participate
