Alliance Group Map level Variations

I've been running an alliance for a long while now and have a suggestion to make that I will introduce below. First, I'll start with an introduction to my alliance's current situation to help understand my reasoning behind all of this.
With members from around the globe, and many close to home, all with different skill levels, it makes things difficult to run alliance quests and maximize our potential.
Some members can handle map 5, possibly 6 (fairly pricey to experiment with), other members find map 4 more there wheelhouse, and last but not least I have newcomers trying to build up their roster of champions that can only handle a map 3 at best.
In one hand I could kick the members who can't pull their weight and recruit others, while in the other hand I prefer to help members grow (especially active members that enjoy the game and are willing to put in the effort).
Now I know, I know, I know, it sounds like a personal leadership decision making dilemma... but I'm sure there are a few other alliances put in a tight spot when they have awesome alliance members who unfortunately can't pull their weight or are growing still. The ones that are skilled enough are held back because they are looking to MAXIMIZE ALLIANCE QUEST POTENTIAL and capitalize on rewards.
My Question/Suggestion:
WHY ONCE AN ALLIANCE QUEST MAP IS UNLOCKED e.g. (map 5)
CAN WE NOT SET EACH BATTLEGROUP TO A DIFFERENT MAP LEVEL?
If only 10 members in an alliance of 30 can handle a map 5 alliance quest then it will be 1 battlegroup victory and 2 battlegroup losses.
If an alliance has already donated enough to unlock a map 5 quest (potentially 3 groups), then why is it not a feature to change the map level for each battlegroups to better match the skill level of the alliance more flexibly
For e.g.
I would start a map 5 or 6 for my more skilled fighters battlegroup 1,
map 4 or 5 for my next group
And finally a map three for the newcomers or members to grow.
I feel this will allow alliances to capitalize on alliance quest rewards and could better respresent an alliances prestige/ the rewards they should be receiving from alliance quests more accurately.
Of course there's the option to run map 5 for all three groups still, so no harm done there. Just a helpful way to let all members participate more equally and can provide a helpful option for alliances trying to make the transition into higher Alliance Quest Maps more smoothly.
