Why do we have only 12 members when it's open?

So my friends alliance is open but we only have 12 members which seems pretty low for an open ally, and we're trying to recruit people but its really hard. Does anybody have any pointers?

Being open doesn't guarantee people will find your alliance and join. Your name and tag would come up very late during a search. I also don't know how the new alliance matching search works.
