Question about Doc Oct lifesteal

I don't understand the lifesteal of doctor Octopus when you have him dupe, I never seem to trigger it
Can someone explain it to me please ?

    When the opponent activates a regen buff while doc oc has the lifesteal on them it reverses the regen and steals part of it healing you. It does not activate against champions that don't regen
