Abyss Hulk Ragnarok Heal Block disappearing

So, in the Abyss, when facing Hulk Ragnarok there is a heal block that prevents him from regenerating once he reaches 20% health (so that you can’t reverse heal).
Early finishers caught a bug that it disappeared when you went back in after one go around
This bug was apparently fixed but seems unfair to those who 100% completed it after. Is this under any kind of investigation or consideration when awarding legends and such?
