Since there are two colors of ability accuracy percentages, which ones can be modified? The ones in white? Or the ones in green?

    I'm pretty sure both. On the topic of ability accuracy: If I reduce a 90% chance by 30%, will it reduce by 30% or 27% (27% is 30% of 90)?

    Colours don't matter, ability accuracy is just ability accuracy.

    Also, you'll decrease it by 30%. All abilities are calculated from flat 100% unless stated otherwise.

    They can both be modified, green usually indicates that the number is subject to change with the rank of a champion, but this isn’t always the case.

    Typically modifications operate on the base ability chance; as an example, 30% -aar is -30 for 100% chance, -15 for 50% chance, and -7.5 for 25% chance.
