Suspicious of members using hack tools.

I'm playing mcoc for 8+ months. I do have experience and also have been acknowledged as a skilled person by my previous ally which is an 8m+ ally. I find a guy who is achieving things with ease than I do. But he is at just lvl 28. And not more than 30k account. As the leader is also suspicious of his actions.. he gave a general warning to all members..


now my question is, as we don't know each other personally, we could not confirm using hack tools by him.

what should we do now? Please help ASAP.
