Morningstar soul capture broken

I’ve been using morningstar in AQ for quite some time now and this is the first time I’ve experience this. Whenever you use the L3, you’re supposed to get 50 soul capture and they should only go down when you take a hit whether it’s through block or not. You’re supposed to gain 5 soul capture every time you hit the opponent and once you hit 100 you capture the soul. Recently during my Alliance quests whenever I use an L3 I get 50 soul capture but it constantly goes down at a rate of 15 per second so I’m never able to build up her souls anymore because it drops to 0 in 2.5 seconds and keeps dropping too quickly for me to capture the soul. Is this a bug and has anyone else been getting this bug too?

Suicides could be messing with this and any other debuff. But using an SP3 when the enemy is close to death captures a soul.
