Act 5 Chapter 3 After Exploration

I explored act 5 a long time ago and sometimes like to go in there to farm items. In act 5 chapter 3 particularly I’ll spot an item and attempt to get it but can’t for some reason. I get to a point in the quest where I can’t continue because the game won’t let me. Is this intended or a bug?
