Alliance Merge

Hi, I am in an alliance with 25/30 members, only the half participate but I dont quit because a few people are really long time friends. I am sure there is another alliance outside there suffering the same, why dont we just merge our best people to make a good-chilled alliance without toxic people. Please let me know if there is a way to do this or if I should better leave my alliance which I dont want to
