AQ: CapIW/Vision Tech Breakthrough NOT working vs Silver Surfer???

An alliance mate used Vision vs Silver Surfer MiniB in AQ Map 4 with the CapIW/Vision Synergy Tech Breakthrough. Silver Surfer did NOT get 100% power drain after his SP. We don't see anything in his Description or on the nodes that should prevent this. He does have a small p.gain when he has more buffs at the start, but that is irrelevant.
The Tech Breakthrough should be working, right or wrong? Plz share if we're missing a description, interaction or this has happened to any of u too. Thanks
