Who should i rank up first

Newbie here and ^ is my roster atm.
Who should i rank up first for my 4*? and is it worth to rank up 3* since i already have 4* champs?

    Your first rank up should be she-hulk or hulk(Ragnarok) depending on which one you find easier and more fun to play. She-hulk is great for later content and counters some annoying stuff with her slow debuffs. Gladiator Hulk in my opinion is very fun to play and also very easy to use. After one of those, rank up thing. I don't know much about Arkus but he is probably worth R3-4. After all those are done, sparky should be helpful until the end of act 3 if you are not done with that yet.
    Edit: If you are good with quake, which I assume you are not, she can carry you pretty far too
