Mystic Doombots in AQ

In looking at the description of their powers, it shows that special attacks have a 50% chance for each buff to turn into a passive degen. Normally, this only applies if the attack lands. I'm dodging the attacks but my buffs are still being turned into degen. Is this right or should they only be converted if the attack lands?

If it doesn't mention specifically that it nullfies on hit then assume that it's plausible that its not a bug.
