Will champs who are NOT GOING to be a 5*, be a 6*?

It seems strange that it has openly been said some champs will never get a 5* version.

Does that mean they will definitely not have a 6* version too?

I am confused by the idea of this... yes some champs were amazingly OP but now considering the nerfs that should make all champs at least get a 5* version? Right?

    It worries me that this has had no mod comment, all champs should have a 5* surely before another * is introduced at least?

    On the other hand, why add a 6* Wolverine or DS etc if they are not allowed a 5* variant?

    Just asking not moaning, don't understand the logic or thinking to it.
