4* Angela/ hulkbuster or 5* Iron fist/ winter soldier. Already have 4* rank 4 Luke Cage duped and Dr. Voodoo

In general, I'd say 5* to r2 is better than 4* to r4; If, for no other reason, the massive boost to arena points you get from the 5* chars. There are, of course, exceptions. For example, I wouldn't recommend ranking a 5* IP over a 4* hyperion, gp, etc.

I would just focus on 5* now unless you get someone who is amazing as a 4*
