1* champions issue

I have spent almost 2k units to get 1* hulk but I haven’t had any luck there which is really big problem because I can’t complete variant 4 without hulk. Is there gonna be more availability of 1* in future or The players who don’t have 1* Hulk will have to leave V4 without explanation ?
