Any solutions to shelling alliances?

Shelling is just getting out of control at this point. 5 of our first 6 wars have all been vs alliances that are shelling. It's getting out of control at this point. Is there anything in the works to somehow prevent this in the future? I honestly can't come up with any solution either so I know it's a terrible problem to have. But it seems like this is becoming the rule rather than the exception for the top 100 allies.
