In game, Venom, duh Comics, I’d go with Electro, potential city level threat with electricity manipulation, it’s just that he’s an idiot who gets outsmarted every time. Carnage, Goblin and Doc Oc are much more dangerous than Electro because of their cunning, intellect or savagery. But I highly doubt any of them goes above city-block level threat
