I have a question regarding the new event quest

So let's say I buy a Tier 4 Chronometer and I get into the rift quest , I want a skill AG but there's some other AG , So does that mean I have to use the chronometer or can I just use a rift detector and buy another rift detector and try again

You'd be out of luck. You can only buy one chronometer, and it expires once it's activated.

I think you have the choice to use it when you enter the rift.

You can see what they have to offer in that quest- if it has an item you want. You use that item to choose that path. Otherwise it’s a random path.

From my understanding it's like a gate that you have to go through to be able to pick it.

You'll have to choose to use the chronometer it won't be used by simply entering the rift. Think of it as a key to a gate that allows you to choose your path rather than going through the randomizer.
