Banning on forums

I would like a feature on the forums that would allow members of the community to nominate other members who are being toxic or abusive for a ban.Once a month,the mods can review the activity of these users and decide whether or not the user should be banned.This idea was inspired by a particular user who was openly cursing on the forums after having a disagreement with some other members of the community and saying he didn't care about forum rules.Much Appreciated.
