Off season war

Guys can any 1 offer me some advice on how the off season rating/tiers work. So we are in tier 9 and I know that tier 6-9 can increase and decrease rating by -50% of the original value. But if we chose to sit out and not play any wars off season would this make us drop tiers/multiplier or do we need to keep winning to stop ourselves from dropping out of tier 9?

    If you don't fight those lower then you can win wars and pass you thus dropping you down a tier
