Issues with Punisher 2099 whiffing

I like Punisher 2099, he's pretty cool. What I don't like is that he'll often whiff on his second attack in a combo, and my opponent then has a chance to block or counterattack while he's still throwing punches. It doesn't happen all the time but it does happen often. It's gotten to the point where I have to keep that in mind or I get destroyed against stronger opponents. Is this intentional or is it a collision detection issue with his second strike?
