Nebula Bug

When Nebula does her L1 there is supposed to be a power drain imposed on the opponent but I'm only seeing their power stay the same or gain power from this. Is this a known bug or am I missing something here?!

    It drains based on the number of shock debuffs the opponent has. It'll say power drain but not drain any if they have no shocks on them.
