Alliance Treasury Refund

I Run an alliance that has been inactive for over a year now and have Gold, Loyalty and Battle Chips just sitting in my Treasury collecting dust and I have no way on getting it out, nor do I have Intentions on Starting up Alliance Quests and Wars, so with that that being said...can we have a way to get those resources out of the Alliance Treasury in times of an Alliance being Dismantled?
