level 3 teir catalysts

ive done two quests now on tech and have not gained one single t3 tech catalyst. usually you gain at least one catalyst. why the cut back on a level 3.

No you don't. Look at the rewards. The tier 3 class catalyst quest does not guarantee a fully formed catalyst.
