2nd hit of special attacks being blocked after the 1st hit landed

Lately I've been noticing an issue where defenders will get hit with the 1st hit of a special attack yet block the 2nd hit... Example: Mordo special 2, the 1st hit ( energy projectile ) lands against Rhino yet he blocks the 2nd hit ( kick ). Been experiencing a lot of this lately.
